A.Community Development Agency: 1.a.Consider approving the Statement of Work with Ernst and Young for professional auditing services for the State Water Project retroactively effective from July 1, 2026 through June 30, 2027; b.Authorize the Community Development Agency Director to sign the Statement of Work. B.Fire Department: 1.Consider approving the First Amendment to the Agreement with Hagerty Consulting, Incorporated for the Kings County Evacuation Plan and Zone Mapping Project, modifying the end term from September 30, 2026 to December 30, 2026. C.Library: 1.Consider authorizing the Purchasing Manager to approve the purchase order with San Joaquin Valley Library System for annual membership contribution dues for Fiscal Year 2026-27. D.Public Health Department: 1.Consider authorizing the Department of Public Health to waive the administrative fee for state-provided influenza vaccines administered to Kings County residents via community vaccination events and for clients who are uninsured or underinsured, effective September 1, 2026, through the depletion of the state-provided supply. E.Public Works Department: 1.a.Consider authorizing the purchase of ten Dodge Durangos using the Sourcewell Purchasing Consortium or local bids; b.Authorize the purchase of one cab and chassis truck from Keller Ford of Hanford; c.Authorize the Purchasing Manager to approve the purchase order for the 11 vehicles. 2.Consider accepting the dedication for In-Lieu Parcel Map 25-12 (MPB Ranches, Michael P. Bujulian and Barbara A. Bujulian, trustees of the Bujulian Family Trust) into the County Maintained Mileage. 3.Consider approving the First Amendment to the Lease Agreement with the United States Department of Agriculture No. 57-06031-20-FA for Unilateral Lease Termination. F.Administration: 1.Consider adopting a Resolution approving the plan of finance and the issuance of up to $110,000,000 in qualified 501(c)(3) bonds for the acquisition of a community hospital by the California Public Finance Authority for QKA Health Corporation d/b/a Healthside Partners. 2.Consider adopting a Resolution approving a plan of finance and the issuance of up to $420,000,000 in qualified 501(c)(3) bonds for healthcare facilities by the California Public Finance Authority for Sharp HealthCare. 3.Consider approving the amended schedule for the Board of Supervisors’ meetings for 2026, reinstating the September 22, 2026 meeting. VI.REGULAR CALENDAR A.Administration – Kyria Martinez/Michelle Speer 1.a.Consider authorizing the acceptance of the California Advanced Services Fund Broadband Adoption Grant for the Kings County Digital Literacy Project award; b.Authorize the Chairman to sign the Consent Form and Acknowledgement and Acceptance of the California Advanced Services Fund Broadband Adoption Grant Award; c.Authorize staff to submit the Consent Form and Acknowledgement and Acceptance of the California Advanced Services Fund Broadband Adoption Grant Award on or before September 14, 2026. VII.10:00 AM PUBLIC HEARING A.Assessor/Clerk/Recorder – Kristine Lee/Danielle Torrez 1.a.Conduct a Public Hearing to accept testimony on Senate Bill 255. b.Adopt a Resolution for executing the Recorder Notification Program beginning January 1, 2027. c.Require an assessor identification number on all recorded Deeds, Quitclaim Deeds, Mortgages and Deeds of Trust. d.Approve a fee of $6 for the recording of Deeds, Quitclaim Deeds, Mortgages and Deeds of Trust to cover actual costs of implementing the Recorder Notify Program.
