Consider approving the Agreement with Sylmar Health and Rehabilitation Center for Skilled Nursing Facility services with Special Treatment Program services, retroactively effective from July 1, 2025 through June 30, 2027.  2. Consider approving the Combined Participation Form for the Six Remnant Defendants Combined Subdivision Participation and Release dated February 3, 2026. B. Child Support Services: 1. Consider approving the Intra-County Plan of Cooperation between Kings County Child Support Services and Kings County Information Technology Department for coordination of data processing requirements effective July 1, 2026 through June 30, 2027. C. County Counsel: 1. Consider reappointing Ceil W. Howe III (Inspector), Ajay Malik (Judge of Election), and Craig Andrew (Judge of Election) to reestablish the Tulare Lake Reclamation District 761 Election Board and direct the Election Board to determine the sufficiency of boundary and acreage information necessary to conduct a special election. D. Job Training Office: 1. a. Consider approving the Agreement with Environmental Control Central Cal, Incorporated for custodial services, retroactively effective from March 31, 2026 through December 31, 2028; b. Authorize the Purchasing Manager to sign the Agreement. E. Public Health Department: 1. Consider approving an Agreement with Evaluation, Management, and Training Associates, Incorporated for evaluation services for the Community Wellness Program effective May 1, 2026 through October 30, 2027. 2. a. Consider adopting a Resolution to authorize submission of a grant application to the Department of Resources Recycling and Recovery for the Waste Tire Cleanup Grant Program; b. Authorize the Director of Public Health to execute all necessary grant documents to implement the grant, effective upon award through the grant term. 3. a. Consider approving the First Amendment with the California Department of Public Health Center for Preparedness and Response effective April 28, 2026 through June 30, 2027; b. Adopt the budget change. Consider approving the Fiscal Year 2026-27 Health Insurance renewal rate with a 14.96% increase and a continuation of the annual Wellness Program that currently includes a $50 incentive to be paid to eligible employees and their dependents who participate in the blood draw. 2. Consider approving the Agreements with Mid Valley Disposal, Tule Trash Company, and USA Waste of California for the exclusive franchise of solid waste, recycling, and organic collection services effective April 28, 2026 through June 30, 2036. Find that the recission of a Williamson Act Land Conservation contract and simultaneously entering into a new Williamson Act Land Conservation contract is categorically exempt from environmental review pursuant to California Environmental Quality Act Guidelines Section 15317, and none of the circumstances in Section 15300.2 apply; c.
