Re: KWRA Request for Information (RFI) for Purchase of Unprocessed, Source-Separated Recyclables
A. Purpose
The Kings Waste and Recycling Authority (KWRA) is seeking to enter into an agreement with an experienced contractor for the sale of approximately twenty-five (25) tons-per-day (7,000 tons-per-year) of unprocessed, source-separated, single-stream recyclable materials from its transfer station operation in Hanford, CA. KWRA is seeking specific details regarding pricing structures, proposed recyclable revenue share, and related information in order to enable an accurate comparison. This RFI is intended to collect comprehensive data to evaluate current market conditions and understand available services for the processing and sale of recyclable materials.
As a result of this RFI, KWRA intends to enter into an agreement for services with the primary term of three (3) years. At its sole discretion, KWRA may offer two (2), two (2) year extensions.
B. Background
The recyclable materials are the product of a mature recycling collection program that has been in operation since the mid-1990’s. The materials were originally collected under a dual-stream program and later converted to single-stream collection. KWRA has a long record of selling the commodities recovered from its recycling collection operation at the highest available local market prices. Respondents are expected to apply their own professional judgment to determine the quality and value of the materials. Attached is the most recent waste composition study conducted for the facility.
C. Questions
Questions regarding this RFI should be submitted by email and directed to Parveen Sandhu, Executive Director psandhu@kwrarecycles.net All questions should be submitted no later than April 7, 2026, 6:00 p.m., Pacific Time. KWRA will provide responses on its website www.kwrarecycles.net no later than April 10, 2026, 5:00 p.m., Pacific Time
D. Submittal Requirements
Responses should be emailed to Parveen Sandhu, Executive Director psandhu@kwrarecycles.net . Please include following statement in the email subject line: “RFI for Purchase of Recyclable Materials,” followed by the company name.
Responses must be received by KWRA on, or before, April 17, 2026, 6:00 p.m., Pacific Time.
Responses must include the following information:
1. Brief company description
Legal organization (Corporation, LLC, sole proprietor, et al) and brief description of company services.
2. Company contact information
Provide the name, title, address, email, and phone number of the principal contact person.
3. Brief description of company’s MRF system (not to exceed one page)
Provide the company’s facility address(es) and indicate the service area coverage. Include the manufacturer of primary system components and a brief description of the system technology. Specifically, list the following:
a. The system’s production capacity (throughput) stated in tons per hour.
b. The facility diversion rate presented as a percentage of inbound material.
c. The percentage of KWRA material that will be recovered and diverted from landfill.
4. Brief description of operating hours and any holiday schedule
5. Reference to experience with relevant, equivalent projects, contracts, and other general qualifications
6. Calculation of the (1) Cost per ton for unprocessed, source-separated, single-stream recyclable materials delivered by KWRA to respondent’s facility; and/or (2) Cost per ton for unprocessed, source-separated, single-stream recyclable materials picked up by respondent at KWRA’s Transfer Station located in Hanford, CA
Demonstrate any revenue-sharing formula, cost incentive, residual charge, or other fees that are incorporated into the cost.
7. Provide a list of materials your facility would consider contamination or residue. Include any applicable financial penalties and/or actions taken in the event that such contamination or residue limits are exceeded.
E. Review of Proposals
KWRA will review the responses and received and may enter into contracts with one or more proposers for a processing and sale agreement. KWRA anticipates awarding to the respondent that provides the greatest value to KWRA.
F. Miscellaneous
The information provided in this RFI is subject to change. The cost of investigating, preparing, and submitting a response to this RFI is the sole responsibility of the responding entity and shall not be chargeable in any manner to KWRA. KWRA will not reimburse any responding entity for any costs associated with the preparation, submission, or discussion of responses. At KWRA’s discretion, it may contact any or all respondents to request additional information, ask questions,
request facility tours, and conduct informational interviews. All submissions will become the property of KWRA. KWRA may cancel this RFI or decline to award a contract to any respondent.
G. California Public Records Act
All responses shall be subject to disclosure under the California Public Records Act. In the event that a respondent desires to claim portions of its response exempt from disclosure, it is incumbent upon the respondent to clearly identify those portions with the word "confidential" printed on the lower right-hand corner of the page. KWRA will consider a respondent’s request for exemption from disclosure. However, KWRA will make a decision based upon applicable laws. Assertions by a respondent that the entire submission or large portions are exempt from disclosure will not be honored. KWRA may condition non-release on an agreement by the respondent to indemnify, defend, and hold KWRA harmless from any third claim related to that decision.
