Do I have to come to the Office to apply for Medi-Cal, Calfresh (FoodStamps) and CalWORKs (CashAid)?
No, you can:
- Apply online at BenefitsCal
- Obtain a paper application from the office, click the link to see our office hours and locations

For CalWORKs (CashAid), Medi-Cal and Health insurance, it may take up to 45 days.
For CalFresh (FoodStamps) it may take up to 30 days.
Things on this list could include but not limited to:
- Photo Identification (example: Driver's License, Identification card, school ID)
- Birth Certificates for all applicants
- Social Security Cards for all applicants
- Current Proof of income (example: check stubs from job, unemployment, or disability, etc...)
- Current proof of resources (example: bank statements, vehicle registrations etc...)
- Current Utility bill
- Rental Agreement or Mortgage Statement from current address.
- Shot records for children under 6 (if applying for CalWORKS).

You would need to complete an application as soon as possible and a worker can screen if you are eligible for immediate or expedited services.

Report Welfare FraudYou can call our Customer Service Number:1-877-410-8813, Monday thru Friday 8:30am - 4:00 pm.
Call the number on the Notice of Action in the top right corner, or ask to speak to the Officer of the Day.
Human Services - Employment Services
When you qualify for Cal-Works benefits and meet certain criteria
Contact your worker as soon as possible or call: 559-852-4806.
Human Services - Social Services
To become a Foster Parent, you will have to fill out an application to be considered eligible in the Resource Family Approval Program*.

Here at Human Services Agency we do not discriminate any person and welcome anyone who would like to adopt a child. They must first pass a background check and go though our Resource Family Approval program to become eligible to adopt.

We do not offer volunteer services here at Human Services Agency in regards to Social Services. We do however accept Interns only through BSW / MSW Social Work Program from California State University,Fresno.
The In-Home Supportive Services (IHSS) program provides in-home assistance to eligible aged, blind, and disabled individuals as an alternative to out-of-home care and enables recipients to remain safely in their own homes.
Who is it For:
Eligibility criteria for all IHSS applicants and recipients:- You must also be a California resident.
- You must have a Medi-Cal eligibility determination.
- You must live at home or an abode of your own choosing (acute care hospital, long-term care facilities, and licensed community care facilities are not considered "own home").
- You must submit a completed Health Care Certification form.
